IICAS is pleased to announce successful completion of a course of lectures and practical sessions organized within the framework of the project of “DIPLOMACY AND CULTURAL HERITAGE MANAGEMENT. THE CAPACITY BUILDING PROGRAM IN THE FIELD OF HISTORICAL AND CULTURAL HERITAGE”. The course was implemented owing to the support of the Ministry of Foreign Affairs of the Republic of Kazakhstan, the National Commission of the Republic of Kazakhstan for UNESCO and ICESCO, and thanks to the ideological inspirer of the course – Ms. Aliya Baisabayeva, Secretary General of the National Commission of the Republic of Kazakhstan for UNESCO and ICESCO.

From October 10th to October 28th 2022, the participants of the program had unique opportunities to hear lectures presented in a hybrid format on UNESCO Programs and Conventions in the field of cultural heritage, in particular, the 1972 Convention on the protection of the world cultural and natural heritage, the 2003 Convention on the protection of the intangible cultural heritage, the 1970 Convention on the Means of Prohibiting and Preventing the illicit Import, Export and Transfer of Ownership of Cultural Property, the 1995 UNIDROIT Convention on Stolen or Illicitly Exported Cultural Property, the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict (1954), as well as a Lecture on the activities of the Blue Shield International Committee. All these lectures were presented by leading experts in the field of cultural heritage. Apart from the lectures, practical sessions were organized, which were conducted by local experts, historians, guides, where the course participants were familiarized with the history of the ancient cities of the Great Silk Roads (particularly, the cities of Bukhara, Shakhrisabz, Samarkand and Turkistan), and became aware of the challenges and threats of the preservation of heritage assets in these cities.

The pinnacle event of the program was the participation of diplomatic officials in the conference on sacral heritage, pilgrimage and sustainable tourism – "The People Protecting Monuments", held in the city of Turkistan on October 26-28, 2022. By attending this event, the participants of the Program consolidated their freshly gained knowledge in the field of preservation and protection of the cultural and historical landscapes and promotion of world heritage sites based sustainable tourism with the case studies from the Republic of Kazakhstan.

Following the completion of the Project, a reference manual will be produced and published as based on the Subjects of the Course, aimed at providing practical guidance to diplomatic corps in assessing various situations related to historical and cultural heritage and its preservation and protection.
